The National Council for Vocational Education and Training (NCVET) on July 11, 2025, issued the Guidelines for Blended Learning for Vocational Education, Training & Skilling.
The following has been stated namely: -
• These guidelines aim to enable effective blended learning and assessment by outlining norms, tools, methodologies, and trainer competencies for various qualifications in support of digital education reforms.
• It states that Blended learning offers students flexibility, affordability, and personalized pacing while enhancing engagement, retention, and accessibility, especially for learners with disabilities. It fosters communication, collaboration, digital literacy, and real-world skills through a mix of online and face-to-face instruction.
• It provides that the assessment process under new education reforms includes a wide range of methods such as diagnostic, formative, summative, self, and peer assessments, using tools like rubrics, portfolios, structured interviews, and digital platforms.
• It emphasizes flexibility, transparency, and technology integration, like AI for fair and inclusive evaluations.
• It states that Assessment Agencies shall follow standards set by Awarding Bodies, ensure data security, and prevent malpractice while enabling accessible and real-time monitored assessments.
• The guidelines for creating NSQF and NCRF-aligned courses emphasize a standardized credit system (1 credit = 30 hours, 40 credits/year), promote a blended learning approach combining offline and online methods, and allow flexibility in content delivery based on sector needs, tools used, and technology access.
